Choosing where to stay in Kotor is not simply a question of picking a hotel.
The historic Old Town, Dobrota waterfront, Muo and the quieter bay settlements around Prčanj all offer very different experiences despite being only a short distance apart.
For a first visit, the main decision is usually:
stay inside Kotor Old Town for atmosphere and maximum walkability, or stay just outside it — particularly in Dobrota — for more space, quieter nights and easier access to the waterfront.
Our own starting recommendation for many visitors staying three nights or longer would be Dobrota close enough to walk into Kotor, while travellers visiting for only one or two nights and wanting the full historic experience may prefer the Old Town itself.

For a first short visit, choose Kotor Old Town. For three nights or more, particularly if you value quiet evenings or waterfront accommodation, look carefully at Dobrota.
Kotor Old Town: Best for Atmosphere and First Visits
If your mental picture of staying in Kotor involves stepping out of your accommodation directly into medieval lanes and stone squares, the Old Town is the obvious choice.
Kotor’s historic centre is completely pedestrianised. Restaurants, cafés, St Tryphon’s Cathedral, the Maritime Museum and the start of the fortress climb are all within a few minutes’ walk.
For a short first visit, that convenience is hard to beat.
Why stay inside the Old Town?
Choose it if you want:
- historic atmosphere immediately outside your door;
- restaurants and cafés within a few minutes;
- no dependence on taxis or buses;
- easy early-morning sightseeing;
- the chance to experience Kotor after many cruise passengers have left.
The final point matters.
The Port of Kotor sits immediately outside the walls and receives around 500 cruise ships and roughly half a million cruise passengers annually, so the Old Town can become extremely busy during parts of the day. Staying inside the walls allows you to enjoy it before and after the peak visitor period.
What are the disadvantages?
Noise
The Old Town is a living hospitality district as well as a historic monument.
Accommodation above or close to restaurants, bars and busy squares can be noisy, particularly during summer. If you are a light sleeper, check recent guest reviews specifically for night-time noise rather than just looking at the property’s overall score.
No cars inside the walls
The Old Town is pedestrian-only. If you arrive by car, you will need to park outside and carry or wheel your luggage to your accommodation.
Parking
There is no private parking beside an Old Town hotel simply because vehicles cannot enter the historic centre.
Paid parking is available outside the walls, but summer demand can be high.
Steps and historic buildings
Many Old Town properties occupy historic buildings.
Do not assume lifts, step-free access or large rooms. Check individual accommodation carefully if mobility or carrying luggage is an issue.
Our verdict: Best for a first visit of one or two nights and anyone who values atmosphere over tranquillity.
Just Outside the Old Town: Best for Maximum Convenience
There is a useful middle ground between sleeping inside the medieval streets and moving several kilometres around the bay.
Accommodation immediately outside the walls gives you very quick access to Kotor without all the practical constraints of staying inside the pedestrian zone.
This can work particularly well if:
- you are travelling with luggage;
- you want easier taxi access;
- you need parking;
- you still want to walk into Kotor in a few minutes.
The trade-off is atmosphere. You do not wake up inside the historic streets themselves, and some accommodation lies near busy roads.
Our verdict: Potentially the most practical choice for a very short Kotor stay, especially for anyone arriving with a car.
Dobrota: Our Best All-Round Alternative to Kotor Old Town
For many travellers we think Dobrota offers the strongest compromise around Kotor.
Dobrota begins immediately north of Kotor and stretches for several kilometres along the eastern shoreline of the bay.
The waterfront has apartments, hotels, stone houses, restaurants and places to swim, with dramatic views across the water towards the mountains.
Official Montenegro tourism listings confirm accommodation in Dobrota extending as far as around 3 km from Kotor centre, which illustrates why checking the precise location matters.
Why stay in Dobrota?
Quieter than the Old Town
You remain close to Kotor while generally avoiding the busiest historic streets at night.
Waterfront
Unlike staying within the walls, Dobrota gives you direct access to the Bay of Kotor.
There are waterfront walking sections, swimming platforms and small bathing areas along the shoreline.
More accommodation choice
Dobrota contains everything from apartments to boutique and higher-end hotels.
Better for longer stays
For four or five nights, having more space, water views and somewhere to swim can become more valuable than sleeping inside the Old Town every night.
The important catch: Dobrota is long
This is probably the most important booking tip on this entire page.
Never book something simply because it says “Dobrota, Kotor”.
Dobrota stretches for several kilometres.
Properties at the southern end can make walking into Kotor straightforward, whereas accommodation further north may mean a substantially longer walk, bus or taxi journey.
The waterfront promenade makes much of Dobrota pleasant for walking, although it is not a completely uniform wide promenade throughout.
Before booking, put the exact accommodation address into a map and check the actual walking route to Kotor Sea Gate, not simply the straight-line distance.
Who should choose Dobrota?
Particularly good for:
- couples;
- families;
- stays of three nights or longer;
- swimmers;
- travellers wanting bay views;
- visitors who want access to Kotor without sleeping inside it.
Our verdict: For many visitors staying several nights around Kotor, southern Dobrota would be our first area to investigate.
Muo: Best for Views Back Towards Kotor
Across the water from Kotor, Muo offers one of the most recognisable views in the bay.
From the waterfront, you look directly back towards Kotor and the fortifications climbing the mountain behind it.
That makes Muo particularly attractive for apartment stays and travellers who would rather look at Kotor than live inside it.
Why choose Muo?
- excellent views across the water;
- quieter residential atmosphere;
- plenty of apartments;
- some properties with pools or parking;
- Kotor remains close.
Current accommodation listings include properties around 1 km from Kotor centre, although distances vary substantially according to where you stay.
The disadvantage: walking
Do not assume every Muo property offers an idyllic pedestrian promenade all the way to Kotor.
Parts of the route can involve walking beside a relatively narrow road, and pedestrian provision varies.
Recent guest reports specifically mention stretches where pedestrians share a narrow roadside environment.
If you expect to walk into Kotor twice a day, inspect the precise route before booking.
For some visitors, an occasional taxi is a perfectly reasonable trade-off for the peace and views.
Our verdict: Excellent for couples and self-catering stays where scenery matters more than having the Old Town outside your door.
Prčanj: Best for a Quieter Bay Holiday
Continue around the western shore and the atmosphere becomes progressively quieter.
Prčanj is a historic waterfront settlement with stone houses, churches, restaurants and places to swim.
It feels much more like staying on the Bay of Kotor than staying in Kotor itself.
Official Montenegro tourism material lists accommodation at Prčanj as only a short bus journey from central Kotor, but the important distinction is psychological as much as geographical: you are choosing a tranquil waterfront base rather than an Old Town base.
Why choose Prčanj?
- quieter surroundings;
- bay views;
- waterfront swimming;
- more relaxed evenings;
- good for couples and longer stays.
Why wouldn’t you?
If your ideal holiday involves wandering into Kotor every evening without thinking about transport, Dobrota is more convenient.
A car, taxi or local bus becomes more useful here.
Our verdict: Strong for a relaxed week around the Bay of Kotor, but not our first recommendation for somebody spending only two nights sightseeing in Kotor.
What About Perast?
Perast is beautiful, but we would not really describe it as an area of Kotor.
It is a distinct historic town further around the bay.
That distinction matters when booking.
Stay in Perast because you specifically want Perast’s small-scale waterfront atmosphere, not because you think it is simply a quieter neighbourhood of Kotor.
Perast works particularly well for:
- couples;
- one- or two-night romantic stays;
- quiet evenings;
- Our Lady of the Rocks;
- a slower itinerary.
It works less well if you want to wander repeatedly into Kotor Old Town during your stay.
Our verdict: Wonderful as a destination in its own right, but choose it instead of Kotor rather than treating it as suburban Kotor.
Old Town or Dobrota?
For most visitors, this is the real decision.

If we personally had two nights, we would seriously consider staying inside the walls.
For four or five nights, we would probably look for somewhere in southern Dobrota within a sensible walk of Kotor.
Best Area for Couples
Our shortlist:
Kotor Old Town
For atmosphere, restaurants and short first visits.
Dobrota
Probably the best all-round choice for several nights, particularly with a balcony or bay view.
Muo
Excellent if peace and views back towards Kotor appeal.
Perast
The most romantic choice if you do not actually need to be based in Kotor.
Best Area for Families
For many families, Dobrota is likely to be easier than the Old Town.
The extra space offered by apartments, easier vehicle access and waterfront setting can outweigh the attraction of sleeping within the walls.
Families with younger children should still inspect the exact property location and nearby roads carefully.
Prčanj can also work very well for a longer, quieter family holiday, particularly if you have a car.
Best Area Without a Car
Kotor Old Town is easiest.
Southern Dobrota is also very workable if you deliberately choose accommodation within comfortable walking distance.
Muo and Prčanj become progressively less convenient if you want to make multiple daily journeys into Kotor without taxis or buses.
Best Area if You Are Hiring a Car
Avoid assuming that staying inside the Old Town is automatically the best choice.
You cannot drive into the historic centre, and public parking outside can become busy.
According to Kotor Municipality’s July 2026 information, central parking charges vary considerably: Autoboka was listed at €0.90 per commenced hour, while the prime Gradska Riva waterfront parking charged foreign visitors €4.80 per hour.
Accommodation in Dobrota, Muo or Prčanj with confirmed private parking can therefore be particularly valuable.
Don’t simply filter for “parking” on a booking site. Read the description carefully and establish whether the space is:
- actually on the property;
- free;
- reservable;
- suitable for your vehicle.
Best Area for Swimming
Kotor is beside the sea, but the Old Town itself is not a beach resort. For convenient access to the water, we would look first at:
Dobrota
Muo
Prčanj
Expect a mixture of small beaches, stone quays, platforms and steps into the bay rather than broad sandy beaches.
If a traditional beach holiday is your priority, Budva or Bečići are stronger choices than Kotor.
How Many Nights Should You Stay in Kotor?
One night
Stay inside or immediately beside the Old Town for maximum convenience.
Two nights
Old Town remains very attractive because you can enjoy the streets before and after day visitors.
Three to four nights
This is where Dobrota becomes particularly compelling.
You can still visit Kotor easily while gaining waterfront access and a quieter base.
Five nights or more
Look carefully at Dobrota, Muo and Prčanj depending on how frequently you expect to visit the Old Town.
For a week-long Montenegro holiday, we would normally consider dividing the stay between Kotor/Bay of Kotor and a contrasting second destination rather than spending all seven nights in central Kotor.
What to Check Before Booking Accommodation in Kotor
Exact location
“Kotor” covers a much broader area than the streets inside the walls. Check the map carefully.
Walking route
A property being 1 km away does not automatically mean the walk is pleasant or flat. Use the actual pedestrian route.
Parking
If driving, obtain confirmation that parking genuinely exists.
Noise
For Old Town accommodation, search recent reviews for: noise, music, bar, church bells and sleep.
Steps
Historic buildings may have no lift.
Air conditioning
Worth checking carefully for summer stays.
Waterfront does not necessarily mean beach
Around the bay, “waterfront” may mean a stone quay or bathing platform rather than a conventional beach.
Cruise schedule
If staying in central Kotor, checking the Port of Kotor cruise schedule can help you organise sightseeing around the busiest periods. The port reports roughly 500 cruise ships and around half a million passengers annually.
Where Would We Stay?
Search for where to stay in Kotor
For a first visit of one or two nights, we would choose the Old Town or immediately outside the walls.
For three to five nights, our first search would probably be southern Dobrota, looking for somewhere with:
- good guest reviews;
- waterfront access or bay views;
- a genuinely comfortable walk into Kotor;
- air conditioning;
- private parking if hiring a car.
For a quiet week around the bay, we would widen the search to Muo and Prčanj.
And for a particularly atmospheric couple of nights where frequent access to Kotor is not important, we would consider Perast.
